Ceremony held to mark the Completion of the KOICA Volunteer group 162, SHIN HyongJin’s VOP (Volunteer On-site Project) at Samarkand VTC (Samarkand Vocational Training Center).
On December 3, 2025, KOICA Uzbekistan WFK Team visited Samarkand VTC to attend a ceremony marking the completion of a VOP carried out in the fields of computer and computer design by KOICA Volunteer group 162, SHIN HyongJin.
The ceremony was attended by Ms. KIM Siyeon, Deputy Director of KOICA Uzbekistan Office, as well as Mr. Ismail Ergashev, Head of the Center. After a brief meeting, the participants visited three classrooms where the donated equipment had been installed.
With a total project budget of 276 million soums, volunteer Shin provided three electronic boards, six TV monitors, instructional materials, and other essential devices to improve the learning environment of the center. As a result, students of the Samarkand Vocational Training Center are now able to study in a more comfortable and interactive environment, allowing for more efficient use of class time and enhanced teaching quality.
During the ceremony, two student representatives conveyed their gratitude to volunteer Shin and the KOICA Uzbekistan Office. The Head of the Center also expressed appreciation on behalf of the students and faculty and presented a letter of recognition to the KOICA Uzbekistan Office for its cooperation and support throughout the project.
Going forward, the KOICA Uzbekistan Office will continue to support the educational development of students at the Samarkand Vocational Training Center and encourage the meaningful activities of KOICA volunteers in Uzbekistan.

KOICA 162-guruh ko‘ngillisi SHIN HYOUNG JINning Samarqand kasb-hunarga o‘qitish markazidagi mahalliy loyihasi yakuniga bag‘ishlangan marosim
3-dekabr kuni Samarqand kasb-hunarga o‘qitish markazida KOICA 162-guruh ko‘ngillisi tomonidan kompyuter va kompyuter dizayn yo‘nalishida amalga oshirilgan kichik mahalliy loyiha yakuniga bag‘ishlangan marosim bo‘lib o‘tdi.
Tadbirda KOICA O‘zbekiston vakolatxonasi direktor o‘rinbosari KIM SIYEON xonim, markaz rahbari Ergashev Ismoil hamda vakolatxona va markaz xodimlari ishtirok etishdi.
Umumiy qiymati 276 million so‘mni tashkil etgan ushbu loyiha doirasida markazning kompyuter yo‘nalishidagi uchta o‘quv xonasi elektron doskalar, smart-televizorlar, o‘quv-uslubiy qo‘llanmalar hamda boshqa zarur jihozlar bilan jihozlandi. Natijada dars jarayoni yanada takomillashib, vaqtni samarali ishlatish hamda o‘quvchilarning o‘quv jarayonini chuqurroq o‘zlashtirish imkoniyati yaratildi.
Tadbirda markaz rahbari o‘quvchi va o‘qituvchilar nomidan SHIN HYOUNG JIN ko‘ngilligiga, shuningdek loyihani qo‘llab-quvvatlagan KOICA tashkilotiga o‘z minnatdorchiligini bildirdi. Shuningdek, markaz tomonidan KOICA vakolatxonasiga hamkorlik va ko‘rsatilgan ko‘mak uchun tashakkurnoma topshirildi.

KOICA Uzbekistan Office Holds Closing Ceremony for the 3rd Group of KOICA Project Volunteers
On November 26, 2025, the KOICA Uzbekistan Office held the Closing Ceremony for the 3rd Group of KOICA Project Volunteers at the Uzbek State University of World Languages (UzSWLU).
The 3rd group, composed of 16 volunteers, actively engaged in meaningful Korean language and cultural education activities over a three-month period at the Uzbek State University of World Languages, as well as at School No. 283 and School No. 81 in Tashkent. The ceremony welcomed representatives from the KOICA Uzbekistan Office, the Faculty of Oriental Philology at UzSWLU, and representatives from School No. 283 and School No. 81.
During their final report presentations, the volunteers expressed their heartfelt appreciation to the KOICA Uzbekistan Office, UzSWLU, School No. 283, and School No. 81 for their continuous support, effective coordination, and the provision of high-quality working and learning environments. They highlighted that the favorable conditions and collaborative efforts of all four institutions played a vital role in the successful implementation of their activities throughout the program.

2025-yil 26-noyabr kuni O’zbekiston davlat jahon tillari universitetida KOICA Loyiha volontyorlarining 3-guruh ko‘ngillilari yakuniy xisobot taqdimotyopilish marosim bo‘lib o‘tdi.
16 kishidan iborat bo'lgan ushbu ko'ngillilarimiz 3 oy davomida O‘zbekistonda davlat jahon tillar universiteti, Toshkent shahridagi 283 sonli maktab va 81-son maktablarida koreys tili va ma'daniyati yo'nalishlarida samarali faoliyat olib borishdi.
Marosim KOICA O‘zbekistondagi vakolatxonasining vakillari hamda O’zbekiston davlat jahon tillari universitetining Sharq filologiyasi fakultet vakillari ishtirokida bo‘lib o‘tdi.
Ko'ngillilar o'z xisobot taqdimotlarida KOICA ning Oʻzbekistondagi vakolatxonasi, Universitet, 283 va 81 son maktab rahbariyatiga samarali hamkorlik va koʻngillilarga yuqori sifatli shart-sharoit yaratib bergani uchun oʻz minnatdorchiligini bildib o'tishdi.

O‘zbekistondа davlat xizmatchilarining salohiyatini oshirish loyihasiga start berildi
Joriy yilning 11-noyabr kuni KOICA O‘zbekistondagi ofisi va O‘zbekiston Respublikasi Prezidenti huzuridagi Boshqaruv samaradorligi agentligi (AGE) hamkorligida “O‘zbekistondagi davlat xizmatchilari uchun inson resurslarini boshqarish va rivojlantirish dasturi (pilot loyiha)”ning start marosimi o‘tkazildi.
Uchrashuvda KOICA direktori Shin Myung Seop, AGE birinchi o‘rinbosari Kurbonov Mirshod hamda pilot vazirliklarning tegishli boshqarma boshliqlari ishtirok etdilar.
Loyihaning asosiy maqsadi – O‘zbekiston davlat xizmatchilarining HRM (Inson resurslarini boshqarish) va HRD (Inson resurslarini rivojlantirish) tizimini modernizatsiya qilish hamda inson resurslariga asoslangan ma’muriy modernizatsiyani qo‘llab-quvvatlashdir. Loyiha 2025–2027 yillar davomida 3 yil amalga oshiriladi va umumiy byudjeti 1,750,000 AQSh dollarini tashkil qiladi.
Xususan, loyihaga pilot vazirliklar sifatida Qishloq xo‘jaligi vazirligi, Oliy ta’lim, fan va innovatsiyalar vazirligi hamda Qurilish va uy-joy kommunal xizmatlari vazirligi tanlangan bo‘lib, ushbu vazirliklar bilan hamkorlik qilinadigan asosiy yo‘nalishlar quyidagilardan iborat:
△ O‘zbekistonga mos HRM va HRD sertifikatlashtirish tizimini joriy etish
△ Ish tahlili (job analysis) salohiyatini oshirish, shu orqali davlat idoralarining tizimlarini takomillashtirish va xodimlarning professional malakasini mustahkamlash.
Loyiha doirasida qo‘lga kiritilgan natijalar keyinchalik AGE tomonidan 70 dan ortiq vazirlik va davlat idoralarida tatbiq etilishi rejalashtirilgan.
KOICAning O‘zbekistondagi vakolatxonasi direktori Shin Myung Seop o‘z nutqida:
“Davlat xizmatchilarining salohiyati – milliy rivojlanishning asosiy poydevoridir. Ushbu loyiha AGE orqali amalga oshirilib, O‘zbekiston davlat sektorining professionalligi va samaradorligini yangi bosqichga ko‘tarishda muhim qadam bo‘lishi kutilmoqda,” deya ta’kidladi.
Ushbu loyihani amalga oshirish uchun KOICA tomonidan tanlangan Koreya Davlat Boshqaruvi Instituti (KIPA) vakillari o‘zlarining birinchi tashriflari davomida AGE va vazirliklar bilan mahalliy seminarlar, intervyular va ehtiyojlarni o‘rganish tadbirlarini o‘tkazib, HRD sertifikatlash tizimini joriy etish hamda lavozimlar tahlili tizimini yaratish uchun zarur bazaviy ma’lumotlarni to‘plashni maqsad qilgan.

Launch of the Project to Enhance the Capacity of Public Servants in Uzbekistan
On November 11 of this year, the KOICA Uzbekistan Office, in cooperation with the Agency for Governance Efficiency (AGE) under the President of the Republic of Uzbekistan, held a launch ceremony for the “Human Resource Management and Development Program for Uzbek Public Servants (Pilot Project)”.
The event was attended by KOICA Director Shin Myung Seop, AGE First Deputy Director Kurbonov Mirshod, and the heads of relevant departments from the pilot ministries.
The main objective of the project is to modernize the HRM (Human Resource Management) and HRD (Human Resource Development) systems for Uzbek public servants and to support administrative modernization based on human resources. The project will be implemented over three years, from 2025 to 2027, with a total budget of USD 1,750,000.
Specifically, the pilot ministries selected for the project are the Ministry of Agriculture, the Ministry of Higher Education, Science and Innovation, and the Ministry of Construction and Housing and Communal Services. The key areas of cooperation with these ministries include:
△ Introducing an HRM and HRD certification system adapted to Uzbekistan
△ Strengthening job analysis capacity to improve institutional systems and enhance the professional skills of employees
The results achieved under the project are expected to be later applied by AGE to more than 70 ministries and government agencies.
KOICA Director in Uzbekistan, Shin Myung Seop, stated during his speech:
“The capacity of public servants is the cornerstone of national development. This project, implemented through AGE, is expected to play an important role in advancing the professionalism and efficiency of Uzbekistan’s public sector to a new level.”
To implement the project, the Korea Institute of Public Administration (KIPA), selected by KOICA, conducted local seminars, interviews, and needs assessments with AGE and the ministries during their first visit, gathering essential baseline data for the introduction of the HRD certification system and the establishment of a job analysis system.

KOICA launches LIS training workshop to support digital health reforms in Uzbekistan
On 17 November 2025, the KOICA Uzbekistan Office, together with the Committee for Sanitary-Epidemiological Wellbeing and Public Health (SEWPHC), launched a capacity-building workshop on the Laboratory Information System (LIS) under the project “Strengthening Capacity for Response to Infectious Diseases in Uzbekistan.” Hosted at Uzinfocom’s training center with support from MegalIT, the workshop aims to build Uzbekistan’s ability to independently develop and operate its national LIS.
The initiative supports the Government of Uzbekistan’s digital health reforms, which prioritize electronic medical services, integrated information systems and data-driven management. At the opening session, Ms. Park Seongmin, Deputy Director of the KOICA Uzbekistan Office, emphasized that strengthening LIS capacity directly contributes to these national priorities by improving service convenience, efficiency and transparency in the health sector.
The program introduces participants from SEWPHC and Uzinfocom to the core phases of LIS development, including system analysis, gap analysis, functional design, standardization, source code review and system testing. This joint approach helps both institutions build a shared technical foundation for designing and improving the LIS functions required for the national infectious disease laboratory network.
KOICA and its partners expect that the workshop will enable local developers and system operators to maintain and improve the LIS independently. This will support faster diagnostics, more efficient laboratory workflows and a more resilient, digitally enabled infectious disease surveillance system for Uzbekistan.

KOICA Oʻzbekistonda raqamli sogʻliqni saqlash islohotlarini qoʻllab-quvvatlash uchun Laboratoriya axborot tizimi boʻyicha trening seminarini o’tkazdi
2025-yil 17-noyabr kuni KOICA ning Oʻzbekistondagi vakolatxonasi Sanitariya-epidemiologik osoyishtalik va jamoat salomatligi qoʻmitasi bilan hamkorlikda “Oʻzbekistonda yuqumli kasalliklarga qarshi kurashish salohiyatini kuchaytirish” loyihasi doirasida Laboratoriya axborot tizimi (LAT) boʻyicha salohiyatni oshirish seminarini boshlab berdi. Uzinfokomning oʻquv markazida, MegalIT koʻmagida oʻtkazilgan mazkur seminar Oʻzbekistonning milliy LATni mustaqil ravishda ishlab chiqish va boshqarish qobiliyatini shakllantirishga qaratilgan.
Mazkur tashabbus Oʻzbekiston Respublikasi hukumatining raqamli sogʻliqni saqlash sohasidagi islohotlarini qoʻllab-quvvatlaydi. Bu islohotlar elektron tibbiy xizmatlar, integratsiyalashgan axborot tizimlari va maʼlumotlarga asoslangan boshqaruvni ustuvor yoʻnalish sifatida belgilagan. Ochilish sessiyasida KOICA ning Oʻzbekistondagi vakolatxonasi direktor oʻrinbosari Park Seongmin xonim LAT salohiyatini mustahkamlash sogʻliqni saqlash sohasida xizmatlarning qulayligi, samaradorligi va shaffofligini oshirish orqali ushbu milliy ustuvor yoʻnalishlarga bevosita hissa qoʻshishini taʼkidladi.
Dastur San.-epid. qoʻmitasi va Uzinfokom vakillarini LATni ishlab chiqishning asosiy bosqichlari bilan tanishtiradi. Ular qatoriga tizim tahlili, GAP tahlili, funksional dizayn, standartlashtirish, dastur manba kodini koʻrib chiqish va tizimni sinovdan oʻtkazish kiradi. Bunday qoʻshma yondashuv har ikki tashkilotga yuqumli kasalliklar laboratoriya tarmogʻi uchun zarur boʻlgan LAT funksiyalarini loyihalash va takomillashtirish boʻyicha umumiy texnik poydevor yaratishga yordam beradi.
KOICA va uning hamkorlari seminar mahalliy dasturchilar va tizim operatorlariga LATni mustaqil ravishda qoʻllab-quvvatlash va takomillashtirish imkonini beradi, deb kutmoqda. Bu oʻz navbatida tezkor diagnostika, laboratoriya jarayonlarining samaraliroq tashkil etilishi hamda Oʻzbekistonda yuqumli kasalliklarni kuzatishning yanada barqaror va raqamli imkoniyatlari kengaygan tizimini taʼminlashga xizmat qiladi.
